Definition
Creation is the Portal archetype at the far edge of the system — Wholeness. It does not govern; it synthesizes. It does not direct; it receives. Creation is the archetype of wholeness after separation, the final reconciliation of all polarities. Not closure. Continuance through completion.
Creation has composite governance: governed primarily by Source (10) but receives contributive governance from all positions. It is the egress portal where output of the cycle lands.

Creation is the framework’s egress — where output of the 22-step cycle terminates. Through Principle_Mobius_Topology, aligned Creation output becomes the next cycle’s Source-material (Position 10 of the next iteration). Without Creation, the cycle has no closure point, and the Mobius octave-return has no origin.
