Creation is the Portal archetype at the far edge of the system — Wholeness. It does not govern; it synthesizes. It does not direct; it receives. Creation is the archetype of wholeness after separation, the final reconciliation of all polarities. Not closure. Continuance through completion.

Creation has composite governance: governed primarily by Source (10) but receives contributive governance from all positions. It is the egress portal where output of the cycle lands.

Without Creation, the cycle has no closure point, and the Mobius octave-return has no origin.
